DescriptionThis was an issue that was fixed [edit] a year ago [/edit] but has reared its ugly head again with the avimerge dump into master.

Testing under OpenSim 0.8.3 dev g0fbb4f0 (2015-11-18) any call to llRegionSayTo() will say the message twice to the target.
Steps To Reproducerez a prim and add this script into it:

        llRegionSayTo(llGetOwner(),0, "I should only say this once");
TagsNo tags attached.

possible fix applied.
LLRegionSay() also changed to do llShout() if message is for debug channel
