Summary0006861: Provide Config INI file paramters to support modified walk/run speeds for Bullet Physics engine
Description
ODE physics supports the following parameters from DEFAULTS.INI

    ; speed of movement with Always Run off
    av_movement_divisor_walk = 1.3

    ; speed of movement with Always Run on
    av_movement_divisor_run = 0.8

Please add a similar feature to Bullet to allow scaled movement speeds.

osSetSpeed() provides a useable workaround, but carries the limitations associated with allowing OS functions of the appropriate threat level.

This would still be useful for scaling the default movement speed of all avatars.

BulletSim does have the parameter:
  [BulletSim]
     AvatarAlwaysRunFactor = 1.3

which is multiplied with the X and Y portions of a set target velocity if always run is set and not flying.

Is there a need for the 'not always run' factor? When is the 0.8 factor used to slow down the avatar in ODE?
