Summary0006731: Warp3DMap : the RefreshTime is the last two times longer than required

in [MapImageService]
we have declared RefreshTime = 2 as required for Viewer type 2

The time between two refreshments of the tile map is just under 4 minutes
Steps To Reproduce[MapImageService]
        ;;Map for Viewer 2
        RefreshTime = 2
to get an accurate measurement of the time between two refreshments
go into OpenSim\Region\CoreModules\ServiceConnectorsOut\MapImage\MapImageServiceModule.cs
in private void UploadMapTile(IScene scene)
and replace the first m_log.DebugFormat by m_log.ErrorFormat to have the time in the console.

in private void HandleMaptileRefresh(object sender, EventArgs ea)
the last line is m_lastrefresh = Util.EnvironmentTickCount();
and is used the next time by
if (m_lastrefresh > 0 && Util.EnvironmentTickCountSubtract(m_lastrefresh) < m_refreshtime)

but while running UploadMapTile(scene) the timer counts the ticks!
and for the next timer event, TickCount - m_lastrefresh = m_refreshtime - time used by UploadMapTile

The workaround we use is to place int m_tickcount = Util.EnvironmentTickCount(); in first line in private void HandleMaptileRefresh(object sender, EventArgs ea) and as last line m_lastrefresh = m_tickcount;

The margin is low (10 to 15 milliseconds), but allows a refresh time of 2 minutes for a region normally populated with objects.

(Of course, 2 minutes is a time used to demonstrate the problem. Normally, use a much longer delay in order not to panic the processor :))
