| Description | If a OSSL function is enabled, then anyone can use the ossl function via hypergrid with a avatar with the correct OwnerID.
- The restrictions should exclude all hypergrid members when enabled by uuid.
- PARCEL_GROUP_MEMBER, PARCEL_OWNER ,ESTATE_MANAGER and ESTATE_OWNER should check uuid and full name sothat hg parcelowners can be included? (Not sure if the hg names are saved for all)

| Additional Information | Changing the avatar uuid is a common pratice for standalones to backup regions and inventory. This same method can be used for gaining access of restricted OSSL functions that are enabled.
In most cases atleast regionowners and parcelowners will have permissions for ossl's and the uuids of those agents can easely be found. |
