0008228: llSetText() is not consistently working in touch_start() event
When using llSetText() in the touch_start() event it does not consistently apply the new text.

The touch_start() event is actually firing on each click as verified by the test script in the Additional Information section as well as the counter above the prim will increase by the number of clicks it took to get the set text to update.

This also seems to affect the PRIM_TEXT set primitive params method of set text as well although it appears to not affect it as badly.
1. Use llSetText() (or the PRIM_TEXT set primitive params variant) in touch_start() in a prim rezzed in world

2. Click the prim
    a. Sometimes it updates the text but a lot of times it doesn't until it is clicked multiple times
