I am assuming that we should add a NEW section called [NPC] to the opensim.ini file with the line Enabled = true.

 It is worth noting that scripts in an NPC's attachments will not run on parcels where script execution is limited to group members only. Since the UUID of an NPC changes each and every time it is rezzed, there is no way to add an NPC to a group at this time.
